The Technical Officer (Assessments and Core Services) contributes to Better Work core services development and implementation of core services (Assessments, Advisory and Capacity Building) at the global level, but with a particular focus on supporting BW country Programs to continue to improve their services delivery.

The position will work under the direct supervision of the Head of Quality and Factory Services in Bangkok. The Deputy Director ROAP is the Responsible Chief and the Regional Director for ROAP is the Higher Level Chief.


1. Oversee Better Work factory assessment processes, tools, and implementation systems, including coordination of the internal team tasked with monitoring and improving factory assessments and make adjustments to programmatic services as necessary. Responsibility will be to develop the capacity of national staff to take the primary role in many of these areas, acting increasingly in an oversight and coaching role.

2. Oversee induction processes for new enterprise advisors, specifically selecting the most appropriate induction materials among the suite developed by the Better Work global team, implementing in-factory induction activities and oversight mechanisms, and overseeing the final approval process for Better Work Enterprise Advisors to be able to conduct their factory activities independently.

3. In close coordination with the other Better Work technical team members advise, train and coach Better Work national staff - both in the classroom setting and in factories - to ensure effective delivery of improvement activities. Identify individual and collective learning needs and support targeted capacity building activities for enterprise advisors, covering hard and soft skill sets. Focus will be on ensuring effective change management strategies at the factory level, with an emphasis on creating strong social dialogue, effective worker-management communication and grievance procedures, and increasingly strong industrial relations. Create internal processes for sharing information among staff so that the program can best target our services to the needs of specific factories.

4. Contribute to the Better Work global Quality Assurance system for factory level operations through shadowing and targeted coaching of enterprise advisors. Responsibilities will include implementation of a standardized QA process for BW assessment and advisory services, with associated timelines, roles and responsibilities, tools, feedback conversations and reporting. Support country programmes in developing and implementing a framework for coaching and quality assurance.

5. Collaborate with other BW technical staff in the coordination of assessment, training and advisory services on the factory level. This will entail analysing how best to link the program's core services so that the program delivers an integrated package to participating factories.

6. Provide technical advice for assessment, advisory and capacity building services for Better Work country programmes, collaborating in the development of trainings, tools and products. Ensure that new tools, products and best practises are in line with Better Work structure and standards and compatible with strategic goals. Help ensure consistent use of tools across country programmes.

7. Support in developing and managing relationships with factories and buyers through regular forums, one-on-one meetings, and answering on-going inquiries as needed.
